“Process-structure” theory, shape like circle, holds together a web of “dynamic circles” creating an overall momentum and direction, like a rotini, made up of multidirectional internal patterns that create a common overall movement. Let's see the process :

In 1954, Japan budgeted 230 million yen for nuclear energy, marking the beginning of her nuclear policy. The “Atomic Energy Basic Law” limited activities to only “peaceful purposes”. The first “nuclear reactor” in Japan was built by the “UK's GEC”. In the 1970s the first “Light Water Reactors” were built in cooperation with American companies, such as General Electric or “Westinghouse” with contractual work done by Japanese big companies and institutes. Also big users they are, later get a license themselves to build similar plant designs. Robert Jay Lifton has asked how Japan, after its experience with the “atomic bombings of Hiroshima and Nagasaki”, could allow itself to draw so heavily on the same nuclear technology for the manufacture of about a third of its energy".




He says: There was resistance, but there was also a pattern of denial, cover-up and “cozy bureaucratic collusion” between industry and government, the last especially “notorious” in Japan. The pro-nuclear power forces could prevail by managing to instill in the minds of Japanese people a view between nuclear power and nuclear weapons, an illusory distinction made not only in Japan but throughout the world. Nuclear accidents cover-ups that eroded public perception of the industry, resulting in protests and “resistance to new plants”. They were Tokaimura nuclear accident, the Mihama steam explosion, accidents at the Monju reactor, recent Chūetsu offshore earthquake aftermath. Finally protests resulted in canceled plant orders : The Maki NPP at Maki, Niigata (Kambara) in 2003; The Kushima NPP at Kushima, Miyazaki in 1997; The Ashihama NPP at Ashihama, Mie in 2000; The Hōhoku NPP at Hōhoku, Yamaguchi in 1994; Suzu NPP at Suzu, Ishikawa 2003. Such relationship inspires us paradoxical government at diplomacy, confront to her controversy people.

“Nested Theory” of Conflict of Maire Dugan, shape like oval, that is a mechanism, i.e, inner to outer circles -issue, relationship, subsystem, system respectively, for considering both the narrower and the broader aspects of “conflict resolution and peace building”, not only a particular issue to be resolved but also a relationship needed to be addressed. There are two forces in this country, “imperialism vs anti-war”, “conservative party vs liberal party”, autocratic vs pluralistic, nuclear vs anti-nuclear. Which sector people Japanese government puts to which narrower place and broader place ? Imperialism helps Japan rises among Asian countries, ironically, imperialism also made Japan defeated in World War II; the two atomic bombs” brings tragedy to Japan sacrifice thousands of lives but brings peace to the world; the nuclear technology oriented from Britain and United States now transfer to Japan's own developing and operating, meantime Japanese cannot remember right these two Big push Japan surrender at WW II and “disallow armament”, on the other hand, the western help Japan “recovers from slump” of after-war economy.

“Hatred and humiliation” against peace and love, we can imagine how paradox of Japan government is. It seemed Japanese government responses to international relationship (at narrower place) more than the controversy from the ordinary people (at broader place). Actually Japanese government occupied by sector of powerful “socio-economic influential politicians”, industrialists, “entrepreneurs” already for centuries, i.e. The Nationalist Party members who are fundamental and patriotic origin, dominates the government rule for era, instead the Democratic Party representing middle to lower class people, just rule at intercept opportunity. Undoubtedly, nature ambitious of Japanese government, determines policy of nuclear power, tending to Weapon than Energy, though weapon ambition not always mention at mouth, excuse like to “secure regional safe” by “balance power at Pacific”, seemed acceptable by western, particularly aims to threat from Mainland China, Russia and North Korea (to be continued to Part III)

Among "costume dance, modern dance, folk dance, ballroom dance, ballet (cosmofoball-et)", I like modern dance most. I used to dance discipline through elementary to middle school.  The one who influenced me dance, was my childhood neighbor called “Little Mui”.  She studied at "left wing school" (*background), where already a little leader, and a very activist she was.  For me, I just learnt dancing, those politics I knew little.  She taught me ballet, a merge of Eastern and Western style for the red Chinese scene "White-Haired Heroin", from very beginning.  Those "sketch muscle, tendon, limbs" physical training really not easy, requires serious basic technique, the action "bounce up" like do fly.  

As grow up, my artistic character raises, "fascinated in chasing" no boundary" freedom and innovation".  The more the "tradition the format the mechanical", the more my interest reduced, I arrived to another extreme.  This extreme influenced other parts of my life to extreme too, including thoughts, "religion and behavior".  Such behavior spent my life almost 10 years.  Be honest, there gives me "gain and lose".  For gain, dare to do anything ; up to day fashion; enable new thing happen to me.  For lose, everything not in-depth; satisfied on surface only; rash judgment, neglected "fundamental training" importance.  Yet for those days, I do not regret, understand life must have wrought that one turns mature.  

Days of ancient and modern, western meets eastern, all fond of culture and art exchange.  But this not means allow neglect fundamental training.  "Fundamental training" is very important, is knowledge and technics "threshold"; is "innovation and inspiration source".  All fields of study have comparison thus have advancement.  Lacks fundamental training, innovation if any, would look like "plagiarism", namely no-depth still.  Of course, to have audience impressed a fresh and well-educated ballet, must see the "dedicated performance" by all the ability of director, dancer, "dance coup", "orchestra", stage design, lighting, costume, make-up and technology.

To me, I like modern dance, because it "fusion" all kinds of dances and technics. Through a good modern dance performance, we might see the performers’ discipline, might also observe variety "factions origin" amid, condition like we appreciate music and paints.  The best effect is the performers and audiences come to "ecstasy", where we might overlook the plagiarism and mechanical parts, and beyond to claim. We could be "inexplicably excited".  Those of "director, stage design, lighting, costume, make-up" efforts, "structure the atmosphere" right these conditions dare "lift us to ecstasy".

(* background – I was educated at Hong Kong, a place rented to "British Colonial rule" since 1897, a consequence of "Nanking Treaty", a "war about trade and opium" . When Communists got the power after "1949 in Mainland China", Hong Kong society divided into "communistic and democratic sphere" politically.  So far, global see Hong Kong as an "economic city" by surface, yet there "undermined streams" of "communistic and democratic movement" over years.  At 1997, end of this treaty, "Hong Kong handed over" back to China, indicated end of the British rule, communistic influence takes place gradually over democratic.  "Democratic development" strives hard now. Overview the "Fukushima Daiichi nuclear disaster", is a series of equipment failures, "reactors meltdowns", and releases of "radioactive materials" at the "Fukushima I Nuclear Power Plant", following the 9.0 magnitude "Tōhoku earthquake" and tsunami on 11 Mar 2011. It is the largest nuclear accident since the "Russia Chernobyl disaster", but more complex as multiple reactors meltdown & "spent fuel pools expose" involved.  The plant comprises 6 separate boiling water reactors maintained by the Tokyo Electric Power Company ("TEPCO"). The plant was protected by a seawall designed to withstand a 5.7 m (19 ft) tsunami but not the 15 m (49 ft) maximum wave which arrived about 47 minutes after the "earthquake". The entire plant was flooded, including low-lying generators and electrical switchgear in reactor basements and external pumps for supplying "cooling seawater". The connection to the electrical grid was broken as Tsunami destroyed the power lines. All power for cooling was lost and reactors started to overheat,worsely the cooling effect water leaking & approach 3 mths into sea.

"Radiation threatens human life", alerts every nation every person, constitutes crisis, point of conflict; negotiation & collaboration needed.

Several parties disputed the Japanese government classifications, arguing that the situation was more severe than they were admitting at the time. The "Wall Street Journal" stated that Japan's "NISA" would make any decision on raising the level. They gave INES level 6 to the Kyshtym disaster (Soviet Union, 1957); level 7 to "Chernobyl (Soviet Union, 1986)", yet nearby area at accidental Chernobyl, declared no-man's-land; while Fukushima, towns found at 60 to 70 kilometers away.  They also gave level 5 to the Windscale fire (United Kingdom, 1957); the "Lucens reactor" (Switzerland, 1969); "Three Mile Island" (United States, 1979); and the "Goiânia accident" (Brazil, 1987). Finally on 24 March, a scientific consultant for noted anti-nuclear environmental group Greenpeace, working with data from the "Austrian ZAMG" and "French IRSN", prepared an analysis in which he rated the total Fukushima accident at INES level 7.   Until 24 March, the accident might have emitted 30,000 to 110,000 "TBq of iodine"-131.  The highest reported radiation dose rate outside was 1000 "mSv/h" on 16 March.

Has Japan Government & Plant heads "covered up the truth" ?This question doubts all. People worry and wonder how far such "nuclear emission" impact their life and what remedy should rush, unfortunately, there lacks of "comprehensive & trustful research and data", reality shows no "similar precedent".  All nations alert to immediately work something together to layout the issue, find the truth, set the goal, initiate negotiation & invoke change for inviting resolution proposals, by short & long term strategy and planning measures.
